ATTENTION ALL HBPA MEMBERS

It is the responsibility of the LAHBPA to help grow our industry and provide our horsemen the best opportunity to succeed financially and to compete with other racing jurisdictions.  During the past several years it has become evident that our thoroughbred horsemen have only had the opportunity to compete for adequate purse money six months out the year (October through March).  The other six months of the year, our horsemen participate, at lower purses, which prompt some to leave the state and race in other racing jurisdictions.  Recognizing this dilemma and to prevent it from adversely affecting the industry, the LAHBPA worked directly with Senator LaFleur in proposing legislation that would provide a mechanism to transfer a portion of purse money from one Licensed Eligible Facility (Race Track) to another Licensed Eligible Facility (Race Track).  This legislation, SB 525 was filed and ultimately passed by both houses and signed into law on May 30, 2018.  The LAHBPA met directly with

NOTICE
RACING COMMISSION BANS USE OF CLENBUTEROL IN QUARTER HORSES 

       At the July 16th meeting, the Racing Commission voted to ban the use of Clenbuterol in Quarter Horses effective the first day of the Evangeline Downs meet, or October 3, 2018. 

            The detection of Clenbuterol AT ANY LEVEL will constitute a violation of a Class 3 drug, thereby necessitating a penalty of:

1)      The suspension of license for a period of not less than 60 days and not more than six months and/or a fine of not more than $1,500.

2)      The purse shall be redistributed.

The HBPA is requested to notify its Quarter Horse members of the ban on Clenbuterol and Racing Associations are requested to post this notice in all conspicuous places, including but not limited, to Racing Offices, Backstretch Stable Gates, Track Kitchens, Condition Books, Overnight Sheets, etc. 

Further possible sanctions, including placing the positive horse on the Vets or Stewards Lists for a certain period of time or until the positive horse tests negative for Clenbuterol will be discussed at the Racing Commission on August 27th at the Hotel Monteleone in New Orleans.

The Fair Grounds will open the barn area for Thoroughbreds, to approved trainers, for stabling on September 10, 2018.

A rate of seven ($7) Dollars per day will be charged until September 17, 2018.

A rate of ten ($10) Dollars per day will be charged from September 18, 2018 until October 16, 2018 (Rate will be reduced to $9 per day when total horse population is greater than 250).

There will be no charge beginning on October 17th.

Training will begin on September 18, 2018
Training Schedule:
Tuesday through Saturday
6AM to 9AM with no break
Gates will be available 3 days per week.

The Video Poker purse funds were amended out of House Bill 833.  Thank you for contacting the members of the House Appropriations committee and asking them to support Louisiana Horsemen.  The Video Poker funds that are dedicated to supplement purses for Louisiana Bred horses will remain.  Communicating your position to your Representatives is vital to our industry. House Bill 833 is assigned to be heard in the House Appropriations Committee on Tuesday May 1st.  This bill will reduce by half the Video Draw Poker Purse Supplement Fund.  Please contact members of the Appropriations Committee (listed below) and ask them to support the Horse Racing Industry by maintaining these dedicated Purse Funds.  Ask them to please vote NO on House Bill 833.

September 13, 2017

Ladies and Gentlemen:

Effective October 4, 2017, The Louisiana State Racing Commission has reinstated the Piroplasmosis Testing requirement.

“Based on the recommendation of Dr. Cooley, Equine Medical Director for the Louisiana State Racing Commission, the Louisiana State Racing Commission hereby rescinds Directive No. 2014-01, and reinstates Piroplasmosis Testing as of October 4, 2017.”

Delta and Evangeline advise:

Effective Oct. 4, 2017, the LSRC has reinstated part B of LRC 35.I.1304 thus requiring all horses to have a negative Equine Piroplasmosis (EP) test, for Theileria equi taken within the past 12 months, prior to entering the confines of a racetrack or race in Louisiana.
