Notice to Horsemen & Trainers

(UPDATE AS OF 4/25/2016)

(1) On March 25, 2016, the ARCI made revisions to its “Controlled Therapeutic Medication Schedule for Horses” which you can find below.

Regulatory thresholds have been added for the following medications: 1) Cimetidine; 2)Ranitidine; 3) Cetirizine; and 4) Guaifenesin.

These new drug thresholds will NOT trigger a positive test call until June 9, 2016. The Commission will notify trainers when they have a test that will cause a positive after June 9, 2016.

IMPORTANT NOTE: Any test that would have been a positive prior to the rule change will still be positive during the transitional period.

(2) Also on March 25, 2016, the threshold levels have changed for the following:

1) Omeprazole from 1 ng/mL of urine to 10 ng/mL of plasma or serum
2) Xylazine from .01 ng/mL of plasma or serum to 200 pg/mL of plasma or serum

House Bill 986 is scheduled to be heard in the House Appropriations Committee on Monday, April 25, 2016 at 9:30AM.  This bill will eliminate the Video Draw Poker Purse Supplement Fund and redirect the Purse Money to the State General Fund.  Please contact members of the Appropriations Committee (listed below) and ask them to support the Horse Racing Industry by maintaining these dedicated Purse Funds.

Urgent Notice

The Louisiana State Racing Commission (LSRC) adopted Uniform Medication Rules at a meeting held August 24, 2015.

The rules include changes to Title 35 Sections 1505, 1787, and 1725.

Section 1725 specifies that we will follow the “List of Controlled Therapeutic Medications” published by the Association of Racing Commissioners International (ARCI).

The rule changes are effective September 20, 2015 and will include a transitional period where the new drug thresholds will NOT trigger a positive test call until November 15, 2015.  The commission will notify trainers when they have a test that will cause a positive after November 15, 2015.

IMPORTANT NOTE: Any test that would have been a positive prior to the rule change will still be a positive during the transitional period.

The Louisiana State Racing Commission (LSRC) adopted changes to the Claiming Rule, Title 35 Section 9905, at a meeting held August 24, 2015.
Section 9905 specifies that:

“A.     Except as otherwise provided herein, a claimed horse shall not enter in starter, optional or claiming races for 30 days after being claimed in a race in which the determining eligibility price is less than twenty five percent more than the price at which the horse was claimed.  The day claimed shall not count, but the following calendar day shall be the first and the horse shall be entitled to enter whenever necessary so the horse may start on the thirty-first day following the claim for any claiming price.  The provision shall not apply to starter handicaps in which the weight to be carried is assigned by the handicapper.  A similar rule in other states will be recognized and enforced.”

This Rule will go into effect on September 20, 2015.

The seasonal position concludes at the end of the Fair Grounds Thoroughbred Horse meet (late March 2016).

The Louisiana HBPA has a Horsemen’s Bookkeeper position opening in Vinton.

This seasonal position will be for the Delta Downs 2015-2016 Thoroughbred meet and 2016 Quarter Horse Meet.  The schedule will require working each live race day including weekends and holidays.

Duties will include assisting members with deposits and withdrawals, preparing bank deposits, and processing purse payments.

Computer skills required.

The Fair Grounds will open the barn area for stabling and training on October 1, 2015.

A rate of seven ($7) Dollars per day will be charged until October 18, 2015 (a total of 18 days).  

There will be no charge beginning on October 19th.

Training will begin on October 1, 2015

Training Schedule:
Monday through Saturday
6AM to 9AM with no break
No Training on Sundays
