ATTENTION LOUISIANA HORSEMEN

The Automatic Horse Aftercare Donation will begin on August 1, 2019.  The Donation is Five ($5) per start and will be deducted from the Horse owner’s bookkeeper account unless the member has submitted a signed form to the bookkeeper.  The “Opt Out” form will be available at all of the LAHBPA’s bookkeeper and field offices, as well as online at lahbpa.org for download.  In the case of a multi-owner entity, either an authorized agent must sign or each owner must sign the form. 

We ask that our Members please remain in the program in order to help care for our Equine Athletes after their racing careers.

HB 384 – Schexnayder Horse Aftercare – LSRC Meeting Agenda Amendment

  • The Louisiana Horsemen’s Benevolent and Protective Association 1993, inc. (LAHBPA), by Statute, represents horsemen in the State of Louisiana.

  • The Louisiana State Racing Commission (LSRC) is, by Statute, the regulatory agency for the Horse Racing industry in Louisiana.

  • To advocate for best practices and for the over 7,000 horsemen in Louisiana, timely consideration by the LSRC is paramount.

  • To accomplish its representation of the Horsemen in Louisiana, the LAHBPA’s proposals to the LSRC must be addressed when requested for the success of the industry.

  • This is the first time this has been proposed and all that the amendment does is get Horsemen’s issues on the LSRC agenda if the LAHBPA makes a request 10 days before a meeting.

Senate Bill 153 on Sports Gaming is scheduled to be heard in the House Committee for the Administration of Criminal Justice on Tuesday May 21, 2019 at 9AM.  This bill does not currently dedicate any portion of the revenue to purses.  Please contact members of the Administration of Criminal Justice Committee (listed below) and ask them to support the Horse Racing Industry by dedicating a Fair Share of the Sports Gaming Revenue at the Race Tracks to Purses.  Ask them to please support the Horsemen’s amendment.

House Bill 398 is scheduled to be heard in the House Committee for the Administration of Criminal Justice on Tuesday May 7th.  This bill will repeal the Purse Transfer Law that we passed, with the support of the industry, last year.   Please contact members of the Administration of Criminal Justice Committee (listed below) immediately and ask them to support the Horse Racing Industry by maintaining the ability to transfer Purse Funds.  Ask them to please vote NO on House Bill 398.
